It depends on whether the center sits inside Katy city limits — the City of Katy reviews the permit there, and Harris or Fort Bend County reviews it if the center is in unincorporated Katy. A white box is a landlord-delivered shell, not a finished store — typically demised walls, a ceiling grid or open deck, basic lighting, and stubbed utilities. Your storefront, finishes, final MEP distribution, signage, and any fire or health requirements for your specific use are tenant work. We read your work letter against the space as actually delivered before quoting, so the split is settled in writing rather than argued later.
We build the schedule backward from it and tell you within the first week whether it is realistic.
