It depends which one your house is actually in. Bunker Hill, Piney Point, Hedwig, Hunters Creek, Spring Valley, and Hilshire are separate incorporated cities with their own building officials and ordinances, several stricter than Houston on trees, drainage, and setbacks. Property outside the villages permits through the City of Houston.
